Job summary
OE Utility Services is looking for an enthusiastic Manager, Ottawa Regional Business Unit (RBU) to join our team. We are looking for someone passionate about growth and who aligns to our core values of: be responsive, champion safety, do the right thing, and to respect eachother.
The Manager is expected to lead the Business Unit to deliver safe, profitable, reliable service. They are responsible for the region’s labour performance, Customer relationships, growth, and people leadership, while ensuring Supervisors run day-to-day operations. Convert Customer commitments and commercial expectations into field schedules, crew performance, and on-time, on-quality delivery.

Annual Salary Range: $110,000-$135,000, subject to experience
• additional discretionary annual incentive plan

job requirements
• Experience: 5+ years of people leadership in a technical environment, preferably hydro-excavation.
• Licensing: Valid driver's license with insurable abstract; DZ class license an asset.
• Technical: Field operating knowledge (hydro-excavation, excavation, restoration, or related support activities); mechanical aptitude.
• Digital & Organizational: Proficient with Microsoft Suite; strong organizational skills.
• Leadership & Culture: Effective leadership with focus on operations/processes; positive interpersonal and communication skills; initiative-taker; passion for continuous improvement.
• Policy & Compliance: Understanding of personnel policies and operational issues; attention to detail and high accuracy.
• Language: Solid command of English (reading, verbal, and written) for Customer and stakeholder interactions.
work conditions
• Manual dexterity is required to use desktop computer and peripherals.
• Work environments include indoors, outdoors, construction sites, and public areas with exposure to seasonal weather and dust.
• Physical requirements: ability to sit for long periods; walk long distances; repetitively climb, stoop, bend, squat, kneel, reach, push, pull, and lift up to 50 lbs unassisted.
• Must wear required PPE: hi-vis wear, hard hat, safety boots, safety glasses, respiratory and fall protection as needed.
• Legally entitled to work in Canada; overtime as required.
KEY Responsibilities
Safety & Compliance
• Set the safety tone and expectations for the RBU.
• Ensure compliance with EHS, legislative and company policies.
• Hold Supervisors accountable for audits, JSSAs, VIRs, Lytx follow-up, and corrective actions.
Financial Performance
• Own the revenue, direct labour, margins
• Build and manage budgets and forecasts.
• Review KPIs weekly/monthly and drive corrective actions.
• Ensure work is completed in line with contractual requirements, quality standards, and timelines.
• Own production metrics and work progress tracking (e.g., appurtenances, quantities).
Customer & Growth
• Act as primary contact for key Customers in the region.
• Own satisfaction and renewal of key contracts and frameworks.
• Support senior-level escalations and negotiations.
• Own Customer retention and satisfaction; resolve escalations.
• Lead bids, tenders, and pricing strategy in partnership with Sales/Customer Relations.
• Represent OE at industry events and conferences for profile and pipeline.
People Leadership
• Own hiring decisions, promotions, performance management and terminations for RBU staff.
• Set expectations for Supervisors; coach, mentor, and hold them accountable.
• Complete annual performance reviews for direct reports on time.
• Shape and protect Business Unit culture in line with OE Core Values.
Strategy & Improvement
• Define the 3–6–12 month plan for the Business Unit (growth, capability, efficiency).
• Lead Lean / QEK / continuous improvement initiatives.
• Sponsor major continuous improvement projects that change how work is done (systems, processes, contracts).
• Represent the Business Unit in regional/company planning.
Assets, Materials & Readiness
• Ensure AMP has the vehicles, equipment and materials needed to hit production goals.
• Coordinate with Fleet on annuals, VMRs and PM, and with Procurement on materials and stock.
